I'd like to know how

I'd like to know how complete is the map (obviously, this could at best be estimated, and might be impossible to answer, but it's worth asking).

Balko has suggested that the map is far from complete, and almost certainly understates the quantity of such incidents. It is also skewed towards the more recent history, which has been the focus of his research. Anecdotally, he mentions that during the research, he often turned up, or was introduced to people in the neighborhoods who had suffered the same misfortunes, but for whatever reason, their cases never made it into the news. So it depends on the availability of the information (It's alot easier to find the info from 2004 than it would be to find similar data from pre-internet 1987), the willingness or reluctance of un-publicized victims to come forward with their stories, etc.

Balko is awesome. It just

Balko is awesome. It just goes to show how more accurate records should be kept by public officials. This is the information age people. We need to be able to perform independant analysis on anything done in our name.
