Just in case readers of this blog might not yet know, one of our resident libertarian anarchists - Patri Friedman - has indeed extensively studied the potential of not cruise ships, but rather floating cities, as a means to more efficient government. The book itself: Seasteading: A Practical Guide to Homesteading the High Seas
You can go and add your own comments to nearly every paragraph of the book.
