Hoodie Bans

I thought that the War on Hoodies was a British phenomenon, but I now learn that Wheeling, West Virginia has been on board for a while, with a law banning the wearing of masks or hoods in public places that has been "developed more fully" since September 11th.

Court decision are mixed on this point.
American Knights of the KKK v City of Goshen found that Talley v California, which protects anonymous speech, covers this, and struck down an anti-mask ordinance. Other courts, in New York and maybe Georgia, have upheld such.
My guess is his conduct is protected somewhere in the West Virginia constitution, and that he should get a lawyer.
