I'll hand it to Cheney, he can cover his ass like you wouldn't believe. The Washington Post reports:

Vice President Dick Cheney said Thursday that he overestimated the pace of Iraq's recovery from the U.S.-led invasion...

...because...

...because he didn't realize the lasting devastation wrought by Saddam Hussein on his people after the first Gulf War.

Karl Rove gets most of the credit for being the brains behind the administration, but Cheney pulled a pretty slick move today.

In late 2001, State Dept. spokesman Richard Boucher warned Nicaragua of the serious consequences if the Sandinistas won back national power in the elections. And he mentioned, as an aside, the Sandinistas' "devastation" of the Nicaraguan economy during the 1980s. The Contra wars and U.S. promotion of large-scale economic sabotage, of course, had absolutely nothing to do with it.

Cheney's remark is not

Cheney's remark is not obviously wrong, and I think is clearly right in the sense that it at least _contributed_ to the reconstruction time. It's merely an instance of "our estimates were wrong." It would be one thing to argue and bring to bear evidence suggesting that Cheney's given excuse was a minor factor, but what you've written is just a cheap shot.
