cruise missileAll Bruce Simpson wanted to do was to demonstrate to the world that you could build an effective cruise missile for less than $5,000 in parts, thanks to the decreasing cost of many of the necessary components. He's a mad science hobbiest, rocket engineer, author of a book on pulsejet engines, and occasional consultant for Scrapheap Challenge, and it seemed like fun. The NZ government reacted by sending him into bankruptcy and forbidding him from using his skills to earn a living. As a result of this financial disaster, he is openly offering his services to develop cruise missiles for anyone who wants this technology - no questions asked.

Nice going. Don't you feel safe knowing that our governments are taking such calculated measures to "reduce" the threat of terrorism?

The government of New Zealand will probably arrest him on a variety of offense concerning arms proliferation, terroristic threats, disturbing the peace, tax evasion, and creating an unsafe work environment. I'm sure their lawyers can think of more. I can only be so creative while this disgusted.

Based on that, I assumed that what he meant was that he wanted to be kept in the dark. He implied that he wouldn't ask questions, hence "no questions asked", but you're right that he isn't willing to develop the tech for absolutely anyone.
