It's interesting that Bush had said in leading up to the Iraq War that the interests of the United States should not be secondary to the actions of the United Nations. Yet, Bush has been pushing for not just a ban on cloning in the US but also the entire world through a proposed UN treaty. The problem with supranational political organizations is that even when used with the aim of potentially useful purposes, the draw of power invariably results in less diversity of legal systems worldwide. Think "commerce clause" on a global scale.
