And why is that exactly?

John Bull wasn?t drafted. No one forced him to join the army, or go to war. He did it because that was what he perceived was most beneficial.

But I suppose poor John Bull?s bad decisions are really the government?s fault.

Anything bad that happens is the government?s fault. That way nothing is your fault, and nothing is my fault. Isn't it nice to know that a clear conscience is as simple as blaming somebody else for your own shortcomings and lack of foresight?
